CHARACTER CONCEPT: Drakkhen by Brian Riley

What I would like to achieve with DCUO
  drakkhen

What would be needed to achieve this character concept?

To be create Drakkhen in DC Universe Online, I will need to be able to give him the types of "Hard Light" powers used by Green Lanterns without needing to use a ring as a power source. In fact, Drakkhens' power source is his gun. If I am not able to set the gun as the power source for the Hard Light powers, then as long as I can keep the gun around as a costume element it will have the same visual effect.

I need to be able to give him an armored battle suit without a helmet, and have a transparent monocle/targeting eyepiece. If there was a way for the armor to only appear when he is in battle mode, that would be great too.

Additional Flavor

The following is the character idea behind the hero character Drakkhen:

Far in the future, Riley Mitchell felt that his life was ruined by the conflict between Super Heros and Super Villains, that everything that had gone wrong was their fault. In his own twisted mind, he wanted revenge on them, on all of them, so he tracked down a scientist who was working on a time travel device, and when he found that the device was already complete but untested, he broke into the scientists' lab and attacked him, trying to force the scientist to send Riley into the past. During the fight in the scientists' lab, Riley discovered some of the mans' other work, including an advanced weapon, shaped like a gun, that he believed was speaking to him. In fact, the weapon was indeed speaking to him, it had detected that despite his issues, Rileys' mind had an extraordinarily strong will, and that he would be able to properly wield the weapons' powers. The weapon told Riley to take it, and he did. The weapon then told him that his arm wasn't strong enough to handle it... that he needed to make his arm as strong as his iron will. Riley severed his right arm with a fireaxe that was in a nearby emergency unit, then and there, and would have bled to death if the scientist that he'd attacked hadn't decided to help him... for reasons that have yet to be revealed. Calling in a favor from a cyber-doc associate, the scientist had Riley fixed up with a powerful new right arm, and once he had recovered from the procedure, used his time travel device to send Riley into the past, and Riley was flung through time and space, back to the year 2010.

Now in the city of Metropolis, Riley became even more infuriated with those who called themselves Super Villains. He hated the way they preyed up the weak... indeed to him, now everybody was beneath him and weak, but he was filled with an urge to protect all those who were weak, from those Super Villains. Calling himself Drakkhen when he wears the armor stored in his Weapon, he still doesn't like Super Heroes, and wishes for a chance to strike out at Superman, who he holds responsible for one of the particularily crushing traumas he suffered in his future... but he fights primarily against Super Villains, especially those who target the weak, and those who use their wealth to lord above the weak, such as Lex Luthor. Paradoxially, he sees many of the younger Super Heros as also needing his help and protection... but woe betide anyone who would fly the banner of evil, they shall feel his wrath!
